There are thousands of stray dogs in Guwahati city starving between life and death. The Plights of these dogs are pathetic in the city. They are hungry, abused, and ill and have no place to sleep. In summer they have no respite from the rain and every day a number of dogs are crushed to death by vehicles on the streets of Guwahati.

Being born stray dogs, they always had to fend for themselves. Be it for food or shelter, life has always been a struggle for them during their development from a pup into fully fertile Dogs.

While they were trying to survive on the bits and pieces of food that they could fetch for themselves from garbage and they produce to be 14 pups per year. 14 Pups yearly and 24 pups in 2 years. On average 1 male, 1 female, and their offspring produce up to 67,0000 pups in a period of 6 years. So, the total stray dog population can’t to imagined. Some get crushed under cars, some suffer due to growing up homeless and starving till death, the others are caught by dog traders to transport them to Nagaland and Mizoram for meat.

Some see their partners scavenging for food from the dustbins and being kicked around by people, and beaten. They too are living beings and deserve to live their life in a manner which is Humane.
As animals are part of our cosmos, they are the earlier inhabitants before we humans But see their condition in the so-called modern world, especially Indian dogs, leave apart Assamese.

The cows in the city are eating plastic bags, including dogs and cats. Are the local bodies, GMC, and Railway authorities turning a blind eye towards all these problems? If they are not able to handle the public, why not powers are given to a few younger generations, so that action can be taken by a few dedicated activists, regarding the city dustbin?

Laws related to animals do exist in India, and even if there are such laws, no one seems to be bothered. Going back to the ancient law, talking of nature, the most visible images that come to one’s mind are forest trees and wildlife. The question that is attempted to be answered does the lawgivers of the past were bothered about forests and wildlife.

According to dog cruelty rule 2001, (e) “local authority” means a municipal committee, district board or other authority for the time. These rules may be called the Animal Birth Control (Dogs) Rules, 2001 by law with the control and administration of any matters within a specified local area,
Classification of dogs and their Sterilization :

  1. All dogs shall be classified into one of the following two categories (i) pet dogs, and (ii) street dogs.
  2. The owner of pet dogs shall be responsible for the controlled breeding, immunization, sterilization and licensing in accordance with these rules and the law for the time being in force within a specified local area.
